Taxis have been a long tradition within the Americas, but the first organized meeting of the National Association of Taxicab owners was in Washington, D.C., in 1917. The NATO organization was formed to protest against the newest federal tax to taxicab owners of a fleet of 3 or more vehicles, 5% of the fines earned by the company. NATO successfully lobbied to Congress and the tax was not passed or enacted. NATO continued to meet sporadically until WWI stopped the meetings for a few years. Meetings picked back up until the Great Depression dimmed the income, but prospered again after WWII. A second organization was formed, the American Taxicab Association, or ATA, to benefit the smaller taxicab companies. Naperville Taxi Service has long been a member of the national organization.
After World War II and the development of two-way radio, the taxicab and rental service boomed. There was so many requests for two-way radio frequencies the the ATA and NATO had to form a joint commission to deal with the problems associated with the radios and frequencies. In 1966, a new organization was formed combining the ATA and NATO, the International Taxi Association, or ITA. In 1990, the ITA added Livery to its name to include all for-hire services of transit and became the International Taxicab & Livery Association. This made it the sole organization for the promotion of local ground transportation including taxicabs, limousines, and livery vehicles.
In October of 2000, at the Annual Convention and Trade Show, the ITALA became the Taxicab, Limousine & Paratransit Association. Now the international organization regulates the industry of taxicabs, limousines, sedans, airport shuttles, non-emergency vehicles and para-transit vehicle services.
